Operation

What is ICEAA?

The Canadian Chapter of the International Cost Estimating and Analysis, (ICEAA Canada) is a registered not for profit professional organization dedicated to advancing, encouraging, promoting and enhancing the profession of cost estimating and analysis, through the use of parametric and other data-driven techniques.

ICEAA Canada is composed of a Board of Directors whose members volunteer their time and expertise. Revenue is derived from the annual workshop conference fees, and is used to undertake work related to ICEAA’s mission. By way of example, projects currently being undertaken include the re-drafting of the CEBoK and the certification exam to conform to Canadian cost estimating norms and practices.

The International Cost Estimating and Analysis Association (ICEAA) is a nonprofit organization that strives to promote and enhance the profession of cost estimating and analysis with the primary goal of fostering the professional growth of our members in cost estimating, cost analysis, and allied fields.

ICEAA Canada Chapter is committed to building a community of accredited costing professionals through the promotion of data-driven cost estimating practices.

Purpose

Advancing, encouraging, promoting and enhancing the profession of cost estimating and analysis through the use of parametric and other data-driven techniques by:

  • Fostering the professional growth of its members within the allied fields of estimating and analysis.
  • Enhancing the understanding and appreciation of using data-driven estimating and analysis techniques throughout allied fields and the general population.
  • Providing educational opportunities to practitioners in cost and parametric estimating and analysis, as well as with allied fields.
  • Establishing standards in terminology, conduct, and application of estimating and analysis techniques.
  • Developing the means to achieve and measure established standards.
  • Recognizing achievement through an appropriate program of recognition and certification.
  • Providing forums and media through which experiences with all of the principles and techniques associated with data-driven cost estimating and analysis may be reported, discussed, and published in furtherance of the public interest.
  • Fostering, promoting, and conducting research in all estimating and analysis techniques.
  • Developing and maintaining standards of proficiency and ethics.
  • Cooperating with other national and international organizations and individuals, having common or related proposes, in furtherance of the public interest.

Roles and Responsibilities of the Chapter Board:

ICEAA Canada's Board of Directors meets three times annually for approximately four hours per meeting, and directors are expected to spend at least two hours reviewing materials in preparation for those meetings. Board members are encouraged to volunteer to participate in additional activities or complete tasks as needed by the association that require varying amounts of time and effort. Any board member should be prepared to spend a minimum of 60 hours per year in their role. An Officer or Director who misses two consecutive board meetings or three total over the two-year term may be removed from their position by a majority vote of Executive Committee.

The President is the chief executive of the chapter. The President shall preside at all chapter business meetings, Board of Directors' meetings, and is responsible for the chapter's overall administration in accordance with the policies and regulations established by the ICEAA International Board of Directors, Constitution, and Bylaws.

The Vice President shall act for the President whenever the President is unable to perform his/her duties. The Vice President works closely with the President to establish priorities, provide guidance to the Chapter, and report to the Board of Directors on the state of the association.

The Secretary is the Chapter's corporate secretary and legal officer, responsible for maintaining official documentation for the association, as well as taking and keeping minutes of Board of Directors meetings.

The Treasurer is responsible for managing and maintaining the Chapter's allotted and earned funds, in both recordkeeping and distribution. The Treasurer reports on the chapter's financial status at every Board of Directors meeting, completes the chapter's annual financial report to the ICEAA International Business Office, prepares the association's annual budget, and authorizes expenses.

The Nominating Committee will examine work and association experience to ensure that, in the committee's opinion, applicants have the minimal qualifications necessary to successfully perform the duties of the office. If the committee does not believe an applicant is qualified for a position, one or more committee members will discuss this with you personally. All committee deliberations will be confidential.
